Please note that due to differences in the way in which the           
Planetary Science Archive (PSA) and the PDS Engineering Node          
handle the catalog files during ingestion, the INSTHOST and TARGET    
catalog files that are available on the PSA have been split into      
several files on the PDS side, one for each object within the         
catalog(s).  The written content of the catalogs have not been        
changed, and the data sets are otherwise identical.                   

The mantissa values of the SPACECRAFT_CLOCK_START_COUNT and 
SPACECRAFT_CLOCK_STOP_COUNT strings contained in the PDS label 
files are improperly formatted. The mantissa should represent the
number of 1/65536 fractions of a second. Instead, the value in the
label files is the decimal fraction of one second. As an example,
this spacecraft clock string:

SPACECRAFT_CLOCK_STOP_COUNT  = "1/79083106.684"

should be:

SPACECRAFT_CLOCK_STOP_COUNT  = "1/79083106.44827"

where the mantissa value of 44827 = 0.684 * 65536.
