The written content of the catalogs have not been changed, and the data sets are otherwise identical. The mantissa values of the SPACECRAFT_CLOCK_START_COUNT and SPACECRAFT_CLOCK_STOP_COUNT strings contained in the PDS label files are improperly formatted. The mantissa should represent the number of 1/65536 fractions of a second. Instead, the value in the label files is the decimal fraction of one second. As an example, this spacecraft clock string: SPACECRAFT_CLOCK_STOP_COUNT = "1/79083106.684" should be: SPACECRAFT_CLOCK_STOP_COUNT = "1/79083106.44827" where the mantissa value of 44827 = 0.684 * 65536.
