NominalResponse v3 Update

This version 3 of the NominalResponse cal file includes the 1.3 and 1.1 correction
factors to bring the ILT responses to flight performance.

This means, if you process data with this calibration product, you should not apply
these correction factors manually.

Also the pixel-pixel flatfield improvement is implemented in this NominalResponse calfile.

the different HCSS release tracks.
