Tentative diagnosis is that 34-m values for FGAIN were used for 70-m operations; but that does not explain the difference between days 218 and 219 at DSS 63. There was 3 dB difference in the RSR attenuator settings between the two days. It's possible that there was also a difference in modulation state between the two days. The Pt/No observed during bistatic radar on day 205 (unmodulated carriers) was 72 and 52 dB/Hx at X- and S-bands, respectively. So the recommended default FGAIN for MEX at DSS 63 is 75 on X-band and 55 on S-band. The recommended default values at DSS 15 are 69 and 49, respectively.
