Restarted from pvPhase_mconfig_17 (i.e. changes described in SpireScr:1491 are removed). 
Adding in now the (part) fix for SpireSpr:1514 / SpireSpr:1515 and the fixed SpireTable?_OpsParms.txt (SpireSpr:1422).
