This version 3 of the TelescopeBackground cal file considers the model
of Albrecht Poglitsch based on Neptune measurements and will be used for the
background normalization method of the flux calibration. The reference mirror temperature is 88.5 K.
With respect to version 2 here a red and blue part of the flux is added to avoid the jump at 105 micron.
