This time dependency marks the start for Calibration Sets.
With Calibration Sets we want to synchronize the versions of calibration trees for the three scopes.
Currently, the version numbers of the calibration trees for BASE, TEST and BULK are independent.
This causes problems and confusion when trying to reproduce reported calibration issues.
As of this version 10, TimeDependency products with the same version number for BASE, TEST and BULK will be identical (except for their scope).
This product is identical to the old base time dependency product v7.
This product is introduced since 17-Dec-2010. The D-tag in cvs is D_PACS_DATA_PCAL_3_1.
