The Multi-Ordered Coverage maps are built using the HEALPix sky tessellation algorithm. The sky regions are organised into hierarchically grouped predefined cells. More information about the MOC files is provided in this IVAO document.
The following table shows the MOC best cell resolution for each of the 6 PACS and SPIRE bands:

The MOC files can be visualised using the CDS Aladin and a number of software packages can use MOC files, like mocpy in python.
